Michael Hodge
Michael Hodge
Michael Vincent Hodge is a partner in the Public Finance Department and a member of the Housing Group and Government Relations & Regulatory Affairs Group. Mr. Hodge was director of the Washington, DC Revenue Bond Program and chief operating officer for Planning and Economic Development with the Office of the Deputy Mayor and played a pivotal role in many of the District’s economic development projects during his 20-year tenure in the District government. Mr. Hodge brings extensive experience in government and economic development to Ballard Spahr. In his position with the Office of the Deputy Mayor he oversaw daily operations of the central office and 11 agencies within the economic development finance and regulation cluster. He also handled the District’s economic development program project finance activities, including implementation of commercial and housing development programs supported by issuances of tax increment (TIF), payments-in-lieu of taxes (PILOT), special fund securitization and conduit bonds and notes, and awards of tax abatements and grants. He was instrumental in implementing the housing effort and in establishing citywide Workforce Housing Land Trust initiatives. Hodge was the director of the District Revenue Bond Program for 13 years. In 1997, he received the “Award for Excellence in Entrepreneurial Spirit” from KPMG Peat Marwick and the Government Finance Officers Association of the Greater Washington Metropolitan Area. He is a 2001 recipient of the “Cafritz Award” for distinguished government service. Mr. Hodge is a former board member of the Board of Directors for the DC Water and Sewer Authority (1999-2004), former director of the Council of Development Finance Agencies (2004-2006), and former member of the DC Tobacco Securitization Financing Corporation (2003-2006). Mr. Hodge currently serves as a member of the boards of directors of KIPP-DC Public Charter School and the Washington, DC Economic Partnership, a public/private partnership dedicated to facilitating economic development in the District of Columbia. He is a member of the National Association of Bond Lawyers, the Association of African American Real Estate professionals and the Minority Corporate Counsel Association. Mr. Hodge earned a J.D. from the Georgetown University Law Center (1989) and an EdM from Rutgers University (1976).
